The invention discloses a dewatering well plugging construction method which comprises the following steps: inserting a dewatering pipe into a dewatering well, and filling a sealing piece between the dewatering pipe and the dewatering well; sleeving the bottom end of the steel sleeve on the top of the downcast pipe, plugging the space between the steel sleeve and the downcast pipe by using waterproof mortar, and dewatering; a cushion layer is laid on the stratum on the periphery of the steel sleeve, a concrete layer is laid on the cushion layer, and a groove to be plugged is reserved in the concrete layer outside the steel sleeve; the downcomer pump is lifted out, and gravel aggregate is filled into the downcomer; after no water return is checked, accumulated water in the steel sleeve is completely drained, and then the steel sleeve is filled with anti-seepage concrete; the top of the steel sleeve is covered with a concave steel holding plate; if water leaks and flows back, a hole is formed in the downcast pipe through the valve body, and cement double-liquid slurry is injected into the hole; and the to-be-blocked groove is filled with impervious concrete. The invention further discloses a dewatering well plugging structure.
