The invention relates to the technical field of energy storage, in particular to an energy storage system based on thermochemical energy storage and Rankine cycle and an operation method. The energy storage system comprises a storage device, an energy storage device, an energy release device and a power generation device. The energy storage equipment comprises a calcium carbonate rotary calcining kiln, a first heat exchanger network and an electric heater which are sequentially connected. Excessive electric power is converted into heat energy through an electric heater, and the heat energy is converted into chemical energy stored in calcium oxide through calcium carbonate decomposition reaction in the calcium carbonate rotary calcining kiln; chemical energy stored in calcium oxide is converted into heat energy through the energy release equipment, and then the heat energy is converted into electric energy through the power generation equipment, so that the power utilization requirement of a terminal user is met. According to the energy storage system provided by the invention, conversion, transmission and storage among different energies can be realized, the energy conversion efficiency is high, the coal consumption in the energy conversion process can be effectively reduced, and the requirements of energy conservation, carbon reduction and flexible transformation of a coal-fired power plant are met.
