The invention discloses a positioning device and a positioning method for a stay cable sleeve at a main beam end of a cable-stayed bridge. The positioning device comprises a laser transmitting station (1) fixed on a reserved cable penetrating hole of a steel box beam and a target receiving device (2) fixed at the front end of the stay cable sleeve, the laser emission platform comprises a positioning frame (3) fixed on a reserved cable penetrating hole of the steel box girder and a laser emitter (4) arranged on the positioning frame; the target receiving device comprises a positioning frame fixed at the front end of the stay cable sleeve and a positioning target (5) fixed on the positioning frame; the device is simple in structure, angle positioning of the stay cable sleeve is accurate, mounting operation is convenient, and concentricity, construction efficiency and construction safety of the stay cable and the stay cable sleeve are improved.
