The method comprises the steps that S1, road surface cleaning is conducted, specifically, sundries on a base layer of the highway intersection section are cleaned, the base layer is leveled, the position of a well lid is protected and shielded, and tack coat oil is sprayed; s2, paving asphalt on the lower surface layer; s3, paving asphalt on an upper surface layer; s4, rolling the road surface; and S5, pavement detection: placing a flatness instrument on the upper surface layer, and detecting the pavement flatness. The structural strength of the top surface is enhanced by paving two layers of asphalt mixtures with different thicknesses and composition materials, the paving thickness of the two layers of pavements is ensured by controlling the discharging amount through paving equipment in the paving process, reciprocating flat pressing is carried out at the same time, the thickness uniformity and the structural stability after paving are ensured, and the paving quality of the two layers of pavements is improved. Therefore, the overall structural strength of the pavement is ensured.
