The modifier provided by the invention has the effects of super toughness and crack resistance, and can form a stable network structure in a water-stable mixture by utilizing the effects of water reduction, water retention, slow release, compaction, toughening and crack resistance of the modifier, so that a cement stabilizing material with less shrinkage, high toughness and large deformability is formed, and the crack resistance of a water-stable layer can be greatly improved.
