The invention discloses a wharf transformation method and a wharf. The method comprises the steps that rear steel sheet piles are driven on the rear side of the old wall body; grouting is conducted on part of the old backfill area, and a grouting area is formed; the partial area is the area, adjacent to the old wall body, in the old backfill area, and the rear steel sheet pile penetrates through the grouting area; the old breast wall is dismantled; a front steel sheet pile is driven on the front side of the old wall body; underwater concrete is filled between the front steel sheet pile and the old wall body, so that the front steel sheet pile and the old wall body are connected into a whole; and a new breast wall is poured above the old wall body, and the front steel sheet piles and the rear steel sheet piles are connected into a whole through the new breast wall. Residual strength of the old wharf structure can be fully utilized, structural stability and durability of the old wharf after dredging are improved, and upgrading and reconstruction of the old wharf are achieved.
