According to the device, a well pipe is pre-buried in a drill hole of a soft soil foundation pit; a gap between the outer wall of the well casing and the inner wall of the drill hole is filled with a filter material, and a gap located in the upper portion of the outer wall of the well casing is filled with clay and compacted; the liquid injection system is used for conveying a mixed solution to the outer wall side of the well casing; the ventilation system is used for conveying air to the outer wall side of the well casing; the drainage system is used for draining underground water in the well pipe. The liquid injection system, the ventilation system and the drainage system are additionally arranged on the basis of an existing tube well structure, the permeability of a soft soil stratum is improved through a mixed solution and an inorganic salt solution in the liquid injection system, sand veins can be formed through injection of fine sand, and a seepage channel in a soil body is opened; the turbulence function of the ventilation system ensures the injection consistency of the mixed slurry in the stratum, and splitting cracks can be formed in the soft soil stratum; and the drainage system improves the construction efficiency of soft soil foundation pit dewatering.
