The invention provides a drain valve device, a flush water tank device, and a flush toilet, which can maintain the instantaneous flow rate (L/min) of flush water discharged from a drain port at a small flush time by changing the descending speed of a float along with the lowering of the water level in a water storage cylinder according to the selected large flush mode or small flush mode. The drain valve device (1) is provided with a valve body (36), a working shaft (54), a water storage cylinder (62) and a floater (72). The toilet bowl can selectively execute any one of a large washing mode in which the washing water in the water storage tank (12) is supplied to the toilet bowl (4) from the water discharge port (18) at a first washing water amount and a small washing mode in which the washing water is supplied to the toilet bowl (4) at a second washing water amount smaller than the first washing water amount. The water storage cylinder or the floater is configured to change the descending speed (v1, v2) of the floater according to the selected large washing mode or small washing mode, wherein the descending speed (v1, v2) of the floater descends along with the reduction of the water level in the water storage cylinder.
