The invention discloses a cementing material composition and application thereof. The cementing material composition comprises the following raw materials in parts by mass: 30-40 parts of fly ash, 5-10 parts of fluorgypsum, 15-25 parts of cement, 30-40 parts of mineral powder and 2-7 parts of lime. According to the cementing material composition disclosed by the invention, sulfuric acid and hydrofluoric acid in the fluorgypsum are used for activating the fly ash, so that the surface fracture of a fly ash glass body is accelerated, the active effect of the fly ash is promoted to be developed as soon as possible, and meanwhile, active substances in the fly ash react with cement and lime hydration products to generate calcium aluminate; gypsum and calcium aluminate are subjected to a secondary reaction to generate ettringite, so that the compressive strength of a cementitious body is improved, and the use amount of cement in mine filling is greatly reduced.
