The invention discloses a DCM construction method for an offshore deep cement soil mixing pile. The DCM construction method comprises the following steps that a DCM engineering ship is driven to a preset position; based on the stratum distribution data and the design construction coordinates of all the cement soil mixing piles, the construction mode of all the mixing piles is determined, and the construction mode is direct mixing construction or composite reinforcement mixing construction; if the gradient of the rock stratum at the construction position is smaller than a gradient threshold value, a direct stirring construction mode is adopted; if the slope of the rock stratum at the construction position is larger than the slope threshold value, a composite reinforcing and stirring construction mode is adopted, and the composite reinforcing and stirring construction mode is that a variable-diameter drill bit mechanism in a drilling machine system is used for downwards stretching into the surface of the rock stratum and drilling to form a conical hole located in the surface of the rock stratum, and a four-axis DCM drill bit conducts downward stirring construction and grouting; and a stirring pile group is formed. The device has the advantages of being high in intelligence and automation degree, capable of adapting to different seabed rock stratum terrains, good in soil stirring effect, high in construction efficiency and capable of achieving ultra-deep reinforcement.
