The construction method comprises the following steps: constructing the external wall insulation structure which is used for limiting and counteracting a vertical load of a heat insulation layer parallel to a wall surface and limiting and counteracting the load of the heat insulation layer vertical to the wall surface; due to the fact that the bracket drags the bottom of the heat preservation layer through the bolts to counteract the vertically-upward load parallel to the wall face, and meanwhile the anchor bolt piece penetrating through the heat preservation layer and fixed to the wall face limits and counteracts the load perpendicular to the wall face of the heat preservation layer, the problem that the load perpendicular to the building outer wall of the heat preservation layer cannot be limited by dragging the bottom of the heat preservation layer is solved; and the stability of the thermal insulation layer on the outer side of the wall surface is improved.
