The dosage of the water-based polymer emulsion modifier is 0.5%-2.5% of asphalt in the modified emulsified asphalt; the use amount of the cement is 1.0%-2.0% of the fine separation mineral aggregate; the use amount of water is 4-10% of the fine separation mineral aggregate; the fine separation mineral aggregate is prepared from an old asphalt mixture.
