The invention discloses a dam concrete overflow surface rolling template device. An overflow surface reinforcing steel bar is arranged in an overflow surface; the lower layer of the construction position is constructed first-stage concrete; comprising a track mechanism, and the bearing surface of the track mechanism has the same curvature with an overflow surface and is flush with the overflow surface; the track mechanism upwards bears the climbing mechanism through the rolling template mechanism; the rolling template mechanism comprises a track template structure, a rubber belt and a counterweight structure; the rubber belt serves as a rolling template and is used as a top template during concrete pouring of an overflow surface; the crawler formwork structure comprises a crawler formwork composed of a plurality of formwork pieces, and the crawler formwork is used for being matched with overflow faces with different curvatures. The invention further discloses a corresponding construction process. According to the invention, the same set of device is adopted to meet the requirements of concrete pouring construction of various overflow surfaces with different bending degrees, different templates do not need to be designed for specific engineering, the templates do not need to be replaced when the bending degree of the same overflow surface is changed, and the concrete construction of the overflow surfaces is greatly facilitated.
