The invention discloses an underwater parallel connection construction device and method for steel pipe piles. The underwater parallel connection construction device for the steel pipe piles comprises buoys, parallel connection assemblies and locking pieces. The buoy is provided with a containing cavity, the containing cavity is used for containing a medium, the buoy is used for being in sliding fit with the steel pipe pile, the buoy is provided with a first position and a second position, the buoy is switched between the first position and the second position, and the first position is the position where the buoy is located when the buoy does not contain the medium; the second position is the position where the buoy is located when the buoy contains the medium with the preset volume. The parallel connection assembly is connected to the buoy; the locking piece has a locking state and an unlocking state, and when the locking piece is in the locking state, the locking piece locks and connects the buoy located at the first position or/and the second position to the steel pipe pile; and when the locking piece is in an unlocking state, the buoy is in sliding fit with the steel pipe pile. According to the embodiment, the construction difficulty of the underwater parallel connection assembly is greatly reduced, and large hoisting equipment does not need to be input; and the increase of steel cost is avoided.
