A buoy includes a buoyancy device having an outer surface having a first end, a second end, and an elongate portion. The elongated portion extends from the first end to the second end. The buoyancy device is shaped and used for being connected with a pipeline. The elongated portion of the outer surface has a recessed portion extending from the first end to the second end. A buoyancy device is connected to the pipe, and the recessed portion has a shape complementary to the outer radius of the pipe.
