The heat preservation and insulation outer wall comprises a base layer wall body, and a heat preservation layer, an anti-crack layer, a connecting rod, a waterproof layer, a rendering coat mortar protection layer and a heat reflection layer which are sequentially arranged on the outer side of the base layer wall body; the connecting rod sequentially penetrates through the anti-cracking layer and the heat preservation layer and is inserted into the base layer wall body. The thermal insulation layer and the heat-resistant layer are fixed to the base wall through the connecting rods, the waterproof effect on the thermal insulation layer is achieved by arranging the waterproof layer, the situation that the thermal insulation layer is affected with damp and loses the thermal insulation effect is avoided, the plastering mortar protection layer provides viscosity for a subsequent coating, and meanwhile the protection effect of the waterproof layer and the anti-cracking layer can be achieved; meanwhile, the heat reflection layer is arranged on the outermost layer to achieve the heat insulation effect and the heat preservation effect; by means of the arrangement, the outer wall heat preservation structure can be newly added without greatly modifying and dismantling an original wall body structure of a built building, and meanwhile building energy consumption can be reduced.
