The invention provides a coastal composite tough embankment structure and a construction method, and relates to the technical field of ecological engineering. Comprising a breakwater, a wet land, a water collecting open trench, a first slope greenbelt, an invisible breakwater and a second slope greenbelt which are sequentially arranged from an offshore end to an open sea end along a coastline; the breakwater serves as a first defensive line for impact resistance; the moisture accommodating land is as high as the water collecting open trench, so that accumulated water overflowing from the moisture accommodating land flows into the water collecting open trench to be discharged; the first slope greenbelt and the second slope greenbelt are located on the ground and located on the two sides of the invisible embankment correspondingly. The invisible embankment is located underground, the top surface of the invisible embankment is higher than that of the breakwater, and the invisible embankment, the first slope greenbelt and the second slope greenbelt jointly serve as a second defense line for impact prevention; the section structures of the first slope greenbelt and the second slope greenbelt are sequentially provided with planting soil layers, salt discharge layers, foundation soil layers and drainage pipe layers from top to bottom; the water collecting open trench is communicated with the salt discharging layer so as to discharge accumulated water in the salt discharging layer; according to the invention, high overtopping and storm surge at different levels can be resisted.
