The method comprises the steps that a transfer channel is arranged at the bottom beside a bank in the water flow direction; the to-be-dredged area is divided into a plurality of dredging subareas, sludge at the bottoms of the dredging subareas is pumped into the transfer channel in sequence, and an additive is added; at least one first sealing layer is laid on the revetment to be constructed, a layer of mold bags is laid on the first sealing layer, and sludge in the transfer channel is pumped into the mold bags; a second sealing layer is laid on the upper portion of the first layer of mold bag, then the mold bag between the second sealing layer and the first sealing layer is vacuumized, and the sludge is solidified; the second sealing layer is removed, another layer of mold bags is laid on one layer of mold bags, and sludge in the transfer channel is pumped into the mold bags; and repeating the steps until the height of the multi-layer mold bag reaches the required height. According to the method, vacuum solidification of dredged sludge and ecological bank protection are combined, an ecological green and environment-friendly treatment system is provided, and ecological development of slope protection engineering is promoted.
