The device comprises shear keys and a steel embracing column beam, the steel embracing column beam is an annular body formed by splicing a plurality of sections end to end, the shear keys are fixedly connected with the steel embracing column beam through high-strength bolts, the shear keys are rectangular thick steel plates and are vertically installed, the ends, away from the steel embracing column beam, of the shear keys are fixed ends, and the ends, away from the steel embracing column beam, of the shear keys are fixed ends. And the fixed end is embedded and fixed in the notch of the pier column.
