The low-cost polycarboxylate superplasticizer is specifically prepared from the following components in parts by weight: 310-330 parts of a monomer, 20-30 parts of acrylic acid, 5-10 parts of a neutralizer, 300-500 parts of deionized water, 80-115 parts of a material A, 75-120 parts of a material B and 3-5 parts of an initiator, the material A comprises 30-45 parts of acrylic acid and 50-70 parts of deionized water; and the material B comprises 5-10 parts of phosphorus-based polyester and 70-110 parts of deionized water. The invention discloses a preparation process of the phosphorus-based polyester. The invention belongs to the technical field of water reducing agents for concrete, and particularly provides a low-cost polycarboxylic acid water reducing agent for concrete and a preparation process of the low-cost polycarboxylic acid water reducing agent.
