The invention relates to a railway ballast excavating and discharging device, and belongs to the technical field of rail transit. The device comprises an excavating mechanism formed by a horizontal plane loop-back ballast excavating chain, a ballast discharging mechanism formed by a vertical plane loop-back ballast discharging chain, a supporting frame with a horizontal frame and an inclined lifting frame, and a frame support for fixedly connecting the supporting frame to the output end of the excavating mechanism, and the length of a ballast discharging section of the ballast discharging chain is larger than the excavating work width of the excavating mechanism. An included angle larger than 90 degrees and smaller than 120 degrees is formed between the discharging and conveying direction of the ballast discharging section and the digging and conveying direction of the digging chain along the track. By the adoption of the method, railway ballast backfilling can be effectively avoided, and good conditions are created for follow-up equipment to collect, screen, backfill and the like of the railway ballast; the discharged railway ballasts can be ensured to be accumulated in a range parallel to the outside of the track, so that the influence on the adjacent track is avoided; and finally, the railway ballast cleaning operation efficiency and quality are effectively improved.
