The lower supporting structure comprises a bridge pier and the special-shaped bent cap located above the bridge pier, the special-shaped bent cap comprises a first supporting beam body and a second force transmission beam body which are arranged in a crossed mode, the first supporting beam body is located above the bridge pier and directly connected with the bridge pier, and the second supporting beam body is located above the bridge pier and directly connected with the second force transmission beam body. The second force transmission beam body is connected with the first supporting beam body and used for bearing the load of the upper beam structure. The invention further provides an oblique crossing river/road crossing bridge and a construction method of the oblique crossing river/road crossing bridge. The method can well adapt to terrains, bridge orthogonal arrangement can be achieved under different crossing angles of bridge routes, crossed rivers and roads, oblique crossing bridges complex in design and construction are avoided, meanwhile, the advantages of the oblique crossing bridges are achieved, bridge design and construction standardization is promoted, construction difficulty is lowered, the construction period is shortened, and the construction efficiency is improved. Engineering investment is saved, and the full-life-cycle durability of the bridge structure is improved.
