The invention discloses an upper and lower reservoir arrangement mode of a tandem pumped storage power station, which comprises the following steps: selecting a terrain with a height difference, and communicating the bottoms of a plurality of upper reservoirs positioned at the high position of the terrain through a first communicating pipe; the bottoms of the multiple lower reservoirs located at the low terrain are communicated through a second communicating pipe; the bottom of one upper reservoir is communicated with the bottom of one lower reservoir through a third communicating pipe; the power generation equipment is arranged at the position, close to the bottom end, of the third communicating pipe. According to the arrangement mode of the upper reservoir and the lower reservoir, restricting factors on arrangement of the pumped storage power station due to topographic conditions, sensitive factors and the size of the occupied area are overcome, the site selection flexibility of the pumped storage power station is improved, the project investment and the construction difficulty are reduced, and the arrangement mode of the upper reservoir and the lower reservoir is more convenient and high in applicability.
