A rotating plug is arranged below the bottom of the lower hinge, the top of the rotating plug abuts against the bottom of the lower hinge, the outer wall of the rotating plug is in threaded connection with the inner cavity wall of the flange, the lower portion of the rotating plug extends out of the flange, the extending end is fixedly connected with a rotating disc, a rubber base is assembled between the bottom of the lower hinge and the vehicle body, and a compression spring is embedded in the rubber base.
