The combination plate is additionally arranged on the top of the upturning type flood-proof plate, the combination plate is inserted into the upper portion of the upturning type flood-proof plate through the positioning pin, the locking mechanism is arranged between the combination plate and the upturning type flood-proof plate, locking is carried out through displacement generated by thread movement between the threaded sleeve and the threaded rod, and therefore segmental flood prevention can be achieved; and the device can be used for different rainfall capacities, and is relatively convenient.
