The invention relates to the technical field of telegraph poles, in particular to a novel cement telegraph pole manufacturing method which comprises the following steps: step 1, preparation before manufacturing; 2, processing before forming; 3, forming the telegraph pole; 4, mounting a cross rod; according to the method, the fixing round frame is welded to the side wall of the reinforcing steel bar, and then the upper wrapping frame and the lower wrapping frame are welded to the outer side wall of the fixing round frame, so that the prefabricated plate and the fixing round frame form a whole, and the situation that a hoop type fixing structure is used for extruding the side wall of a cement pouring layer is avoided; the situation that the cement pouring layer expands or shrinks under the influence of the external environment, and consequently the side wall of the cement pouring layer cracks occurs is avoided, fixing bolts are installed through sixteen fixing holes in the prefabricated circular plate, the line trend direction is freely adjusted, and therefore deviation cannot occur during line clearing and paying off; and the structural innovation in the design realizes quick disassembly and assembly, so that the working efficiency is greatly improved, and the construction period is effectively shortened on the premise of improving the quality.
