The invention relates to a cement waste incineration fly ash cemented building solid waste negative carbon baking-free building block which is prepared from building solid waste, cement and waste incineration fly ash, the building solid waste is a coarse-grained material formed by mechanically crushing and screening waste concrete blocks, decoration garbage and the like, the mass ratio of the building solid waste to the negative carbon baking-free building block is 80-85%, the mass ratio of the waste incineration fly ash to the cement is 15-20%, and the mass ratio of the waste incineration fly ash to the cement is 1.0-1.5; the negative carbon baking-free building block is prepared by the following steps: performing harmless treatment on the waste incineration fly ash by using a chelating agent with the concentration of 50-100g/L, controlling the mass ratio of the fly ash to the chelating agent to be (16: 10)-(16: 8), performing dry mixing on the building solid waste, the waste incineration fly ash and the cement, uniformly mixing with water, and finally performing forging and pressing, pouring and molding, pre-curing and carbon curing.
