The invention discloses a construction method for newly building a bridge substructure at an existing underground pipe culvert. The construction method comprises the following steps that S1, a long pile casing is arranged in a drilled pile foundation hole opening, and concrete is injected into the long pile casing to form a pile foundation; s2, a box culvert of the drilled existing underground pipe culvert is constructed, and a waterproof structure and a water passing pipe penetrating through the waterproof structure are arranged; s3, bearing platform construction is conducted on the pile foundation; and S4, pier column construction is conducted on the bearing platform, and an underground pipe culvert is newly built on the other side of the bearing platform. Construction operation of a pile foundation is achieved by arranging the long pile casing, the situation that slurry in the long pile casing seeps to pollute the environment is prevented, and meanwhile hole collapse caused by the fact that water in an existing underground pipe culvert flows into the pile casing to dilute the slurry is also prevented; besides, a waterproof structure and a water passing pipe penetrating through the waterproof structure are arranged in the box culvert, water in the box culvert is prevented from flowing into a pile foundation, meanwhile, normal drainage in the current box culvert is guaranteed, and the municipal drainage problem after an existing underground pipe culvert is broken and before a new pipe culvert is built is solved.
