The invention discloses an unpowered wind cap with adjustable fan blades and a flue gas waste heat recovery system constructed by the unpowered wind cap. The unpowered air cap comprises an air cap body, a lifting mechanism and a pressure sensor; the hood body comprises a hood top, a bottom ring and a group of fan blades which are tightly arranged between the hood top and the bottom ring; the pressure sensor is arranged on the inner wall of the cap top; the upper ends of the fan blades are positioned above the cap top, and the end parts slightly exceed the outer edge of the cap top; the number of the lifting mechanisms corresponds to that of the fan blades, and the lifting mechanisms are annularly distributed on the cap top and comprise lifting plates; an electric push rod and a lifting shaft are arranged at the two ends of the lifting plate respectively, the electric push rod is fixed to the inner wall of the cap top, and the lifting shaft is connected with the fan blades; and the electric push rod and the pressure sensor are electrically connected with the control box. When the pressure sensor detects that the pressure in the air cap is too large, the lifting mechanism works, and the opening degree of the fan blades is increased by lifting the height of the fan blades, so that the smoke exhaust amount of the air cap can be increased, and the smoke exhaust efficiency is improved.
