The road and bridge high-toughness epoxy flexibilizer comprises a monohydroxy epoxy-terminated polyurethane prepolymer and a phenol-terminated polyurethane prepolymer in a mass ratio of 100: (50-200). The simultaneous existence of the monohydroxyl epoxy terminated polyurethane prepolymer and the phenol terminated polyurethane prepolymer ensures that the road and bridge high-toughness epoxy forms an interpenetrating network structure in the curing process, a cured product has the properties of high-temperature rut resistance, medium-temperature fatigue resistance, low-temperature crack resistance and the like, and the problems that an epoxy mixture is insufficient in toughness and poor in fatigue resistance are perfectly solved. The technical defects that the isocyanate-terminated polyurethane prepolymer is too high in activity, poor in storage stability and the like are ingeniously overcome by temporarily closing the isocyanate-terminated polyurethane prepolymer through the phenolic hydroxyl group, and the technical requirements of road and bridge pavement on construction workability are met.
