The invention discloses a self-starting type side slope siphon drainage device and method utilizing negative pressure. The device comprises a siphon pipe, and the water inlet end of the siphon pipe is located below the underground water level line in a drill hole in a side slope; a water inlet of the water tank is connected with the water outlet end of the siphon, and a water outlet of the water tank is connected with the drainage pipe through an automatic opening-closing device to achieve self-starting drainage. The self-opening and closing device comprises a jacket, the jacket sleeves the water tank, and the top of the inner side of the jacket is connected with the top of the outer side of the water tank through a spring; the water escape valve is arranged at a water outlet in the bottom of the water tank; the water escape valve opening and closing device is installed at a water outlet in the bottom of the pouring jacket, the water outlet of the pouring jacket right faces the water outlet of the water tank, and the top end of the water escape valve opening and closing device penetrates through the water outlet of the pouring jacket and is located in the pouring jacket. The water escape valve opening and closing device comprises a triangular jacking, the water escape valve adopts a door plate hinged to the bottom of the water tank, the sleeve box adopts an iron box body, and a magnet is arranged at the bottom of the water tank. A negative pressure environment of the water tank is created by using the spring and the magnet, so that self-starting type side slope siphon drainage is realized.
