The invention relates to the technical field of farmland irrigation, in particular to a farmland water-saving irrigation and flood drainage device which comprises a transfer box, a water inlet pipe, a water drainage pipe, a supporting column and an irrigation head, the water inlet pipe, the water drainage pipe and the supporting column are all arranged on the transfer box, and the irrigation head is movably arranged on the supporting column and communicated with the supporting column through a telescopic pipe. A water pump is arranged on the water inlet pipe, and the water-saving irrigation and drainage device further comprises a drainage tank arranged on the supporting column; the control box is arranged on the supporting column; the driving system is arranged on the supporting column, connected with the irrigation head and used for controlling the irrigation head to work; the monitoring module is arranged between the drainage tank and the drainage pipe and used for monitoring the farmland water level and controlling the driving system to work; power of water flow can be converted into power of the driving system, and the irrigation head is controlled to reciprocate and rotate in the horizontal direction while performing irrigation work, so that the irrigation area of the irrigation head is increased, and the irrigation effect on crops is improved.
