The invention discloses a tuff grinding aid, tuff powder adopting the tuff grinding aid and a low-carbon multi-component cementing material. The low-carbon multi-component cementing material comprises low-heat Portland cement, tuff powder, active silicon dioxide powder, a naphthalene water reducer and a chloride-free salt compound, the tuff powder is obtained by mixing and grinding tuff and a tuff grinding aid to certain fineness, and the tuff grinding aid is composed of triethanolamine, lignin, triisopropanolamine, ethylene glycol and water. The chloride-free salt compound is a mixture of nitrate and nitrite.
