The invention discloses a combined damper which comprises a damper body, the damper body comprises an upper steel plate, a lower steel plate and a combined damping mechanism, the combined damping mechanism is installed between the upper steel plate and the lower steel plate, the combined damping mechanism comprises a shape memory alloy outer ring and a soft steel inner ring, and the soft steel inner ring is installed in the shape memory alloy outer ring. After a local earthquake, a bridge body and a bridge generate horizontal displacement, a shape memory alloy outer ring and a soft steel inner ring are arranged, the soft steel inner ring is arranged in the shape memory alloy outer ring in a matched mode, plastic deformation of the soft steel inner ring can cause residual displacement of a structure, and then the post-earthquake function and post-earthquake recovery of the structure are affected. Residual deformation of the soft steel inner ring under the action of a strong earthquake can be limited through the shape memory alloy outer ring, the self-resetting capacity and the structural anti-seismic toughness of the damper are improved, earthquake energy can be dissipated in a graded mode, the self-resetting function is provided, therefore, horizontal displacement of a bridge structure is limited, and the earthquake resisting capacity of the bridge structure is improved.
