A first groove, a second groove and a third groove are formed in the top face of the protruding block in parallel at equal intervals, and the depth of the first groove, the depth of the second groove and the depth of the third groove are reduced in a stepped mode. Accumulated water is blocked through cooperation of the buoyancy frame and the supporting frame, when the horizontal plane of the accumulated water is higher than the top face of the supporting frame on the top of the first groove, the buoyancy frame in the second groove moves upwards through buoyancy of the buoyancy frame in the accumulated water, the accumulated water is blocked through the supporting frame in the second groove, and the accumulated water is blocked through periodical accumulated water blocking; and all the water retaining components do not need to be opened, so that the water retaining efficiency of the whole water retaining structure is improved.
