The invention discloses a building water-saving and energy-saving device which comprises a roof body, a sunny side and a shady side which are arranged in a V shape, a plurality of ventilation channels communicated with the indoor space are formed in the roof body, and draught fans are arranged in the ventilation channels; the heat insulation assemblies are arranged on the sunny side and the shady side of the roof body respectively, and each heat insulation assembly comprises a base with one end rotationally connected with a fixing shaft arranged on the highest beam of the roof body, a supporting piece enabling the other end of the base to be connected with the roof body in a liftable mode and a heat insulation piece arranged on the upper portion of the base; the water-saving assemblies are arranged at the bottom of the other end of the base, and each water-saving assembly comprises a water storage tank arranged below the heat insulation part; wherein the heat insulation piece comprises drainage grooves, solar tubes and a storage battery pack which are spliced in a crossed mode. On the basis that external energy consumption is not consumed, the interior of a building can meet the ventilation requirement and the natural heat preservation requirement at the same time.
