The other side edges of the two half shells are detachably connected, so that the two half shells can be folded to form a cylindrical cavity with an opening in the upper portion, and the steel pipe column can penetrate into the cylindrical cavity from the receding notch and penetrate out of the opening; the multiple vertical rods are arranged below the bottom plates, at least one vertical rod is arranged below each bottom plate, one end of each vertical rod is used for being connected with the ground, and the other end of each vertical rod is connected with the corresponding bottom plate so as to support the shell. In this way, the problem that the construction cost of an existing ring beam is high is solved.
