Upward rotation is performed until the end part enters a blocked pipeline; a pneumatic telescopic arm is arranged on the rotating connecting rod, the plugging air bag is fixed on the pneumatic telescopic arm, and after the end part of the rotating connecting rod is rotated into the plugging pipeline, when the pipeline needs to be plugged, the pneumatic telescopic arm is extended, and the plugging air bag is fed into the plugging pipeline. Unmanned well-descending plugging can be achieved for the deeply-buried pipeline, an operator only needs to operate plugging equipment above an inspection well, the safety risk is effectively reduced, and the method can be suitable for the high-water-level operation working condition of a sewage pipe network system.
