The invention relates to the technical field of vibration reduction of building structures, and provides a pulley type tuned mass damper and a design method.The pulley type tuned mass damper comprises a mass block, a damper body and an elastic element; the device further comprises a sling and at least two fixed pulleys. One end of the elastic element is connected with the mass block through the sling; the other end of the elastic element can be connected with a controlled structure through the sling; the elastic element is obliquely arranged relative to the vertical direction through the fixed pulley; the mass block is hung on the controlled structure through the fixed pulley; the damper is used for dissipating vibration of the mass block. By means of the pulley type tuned mass damper, the problems that when an existing TMD controls low-frequency vertical vibration, the vertical size needs to be increased, and installation cannot be achieved easily due to the fact that the vertical installation space of a controlled structure is insufficient can be solved.
