The reciprocating lifting barrel ascends to be higher than the water surface of the river channel, the submersible pump pumps water in the water storage tank to be lower than the water surface, the reciprocating lifting barrel descends to be lower than the water surface, the water level in the reciprocating lifting barrel and the water surface have a height difference, and water in the river channel flows into the reciprocating lifting barrel together with garbage on the water surface. Afterwards, the reciprocating lifting barrel ascends, and the operation is repeated, so that the purpose of collecting the garbage on the water surface is achieved. Different from the prior art, the water surface garbage collection device can effectively collect water surface garbage of different sizes.
