The invention discloses an active cooling construction device and method for a cast-in-situ bored pile in a permafrost region, and the device comprises a refrigeration cycle system, a temperature monitoring module, a temperature analysis module and a refrigerant control module. The temperature monitoring module monitors an initial temperature field of soil around the cast-in-situ bored pile and temperature field changes in the drilling, pouring and maintenance processes in real time; the temperature analysis module is used for analyzing and processing data measured by the temperature monitoring module, calculating the conveying and circulating speed required by the refrigerant control module, and estimating and evaluating the cooling effect of the cooling construction device and the running time required for achieving the target cooling effect; and the refrigerant control module controls the conveying circulation rate of the refrigerant in the refrigeration circulation system and the continuous running time of the circulation, so that a complete circulation of temperature monitoring, temperature analysis and refrigerant control is completed. The construction period and efficiency of the project can be shortened, the initial bearing capacity of the frozen soil pile foundation is improved, and the follow-up construction project can be promoted.
