The waterborne epoxy polymer is prepared by the following steps: reacting bisphenol A, epoxy resin B, epoxy resin C, hydroxyalkyl secondary amine and a monomer X, and then adding a hydrophilic prepolymer E to continuously react; the terminal hydroxyl group of the bisphenol A is connected with the terminal epoxy group of the epoxy resin B or the epoxy resin C through reaction; the amino group at the X end of the monomer is connected with the epoxy group at the end of the epoxy resin B or the epoxy resin C through reaction, and the hydroxyalkyl secondary amine is reacted with the epoxy group at the end of the epoxy resin B or the epoxy resin C to form a sealed end; isocyanate groups in the hydrophilic prepolymer E are connected with active hydroxyl groups in reactants through reaction. The high-toughness cement repair mortar containing the waterborne epoxy polymer is simple and rapid to prepare, convenient to use, excellent in mechanical property, high in bonding strength and good in anti-permeability performance, and the materials are all waterborne, non-toxic and environmentally friendly.
