The invention relates to a multi-grading core-shell structure composite mineral admixture and a preparation process thereof. The raw materials comprise an activating agent and a mineral admixture in a mass ratio of 1: 15000-1: 5000, the mineral admixture is prepared from the following components in parts by mass: 300 to 500 parts of a high-iron admixture, 500 to 700 parts of an aluminum-rich admixture and 500 to 1000 parts of a high-calcium admixture; the activating agent comprises the following components in parts by mass: 20-50 parts of a functional complexing agent and 10-70 parts of a nano nucleating agent. The mixed composite admixture has a core-shell structure, the dissolution of iron and aluminum ions is excellent, the effective utilization rate of the admixture in a cement system is improved, and when the mixing amount is 30%, the performance of the admixture is close to or even exceeds the performance of PI52.5 cement.
