The invention relates to a low-carbon-emission red mud-based carbon sequestration cementing material and a preparation method and application thereof, and the cementing material comprises 32-80 parts of red mud, 8-20 parts of cement and 20-60 parts of gamma-C2S. A preparation process of the gamma-C2S comprises the following steps: mixing a calcium raw material and a siliceous raw material according to a calcium-silicon molar ratio of 2: 1 by ball milling to obtain a sintered raw material, mixing the sintered raw material with absolute ethyl alcohol with a mass fraction of 10%, pressing into a green body, drying, putting the raw material into a muffle furnace, and calcining at a heating rate of 10 DEG C/min and a calcining temperature of 1350 DEG C to prepare the gamma-C2S. The heat preservation time is 3 h, and the gamma-C2S clinker is obtained. The invention also provides a preparation method of the low-carbon low-emission solid waste-based cementing material. According to the technical scheme, the problems that in the prior art, the preparation process of the cementing material is complex in technology and large in carbon emission are solved.
