The invention relates to the technical field of foundation construction, in particular to a construction method for hydraulically tamping a foundation, which comprises the following steps: S1, measuring a terrace; s2, positioning and paying off; s3, flattening and pit tamping; s4, point tamping construction is conducted; and S5, soil body recovery is conducted, leveling and tamping equipment is adopted in the step S3 and the step S4 for cooperation, and the leveling and tamping equipment comprises a mounting plate, a tamping plate, a leveling mechanism and a tamping mechanism. A first driving set and a second driving set are arranged in the leveling mechanism for cooperative operation, so that two first swing plates cooperate with each other to level the surface of a foundation needing to be tamped, meanwhile, redundant soil is driven to move to the advancing route of a tamping plate, and meanwhile, a second swing plate swings in the same direction; namely, when the first swing plate gets close to the tamping plate for leveling operation, the corresponding second swing plate synchronously rotates to level the soil on the surface of the foundation and scrape the soil to the advancing route of the tamping plate, subsequent tamping operation is facilitated, and meanwhile the working efficiency is improved.
