Comprising a lifting frame, a guide wheel assembly and an L-shaped support. The L-shaped support comprises a vertical support body and a transverse support body which are perpendicular to each other, and the transverse support body comprises two supporting transverse rods which are installed reversely and spaced in the middle. A swinging anti-falling plate is connected between the two supporting cross rods through a first rotating shaft, the anti-falling plate comprises an upper plate and a lower plate which are connected in an obtuse angle mode, the corner of the upper plate and the corner of the lower plate are connected with the first rotating shaft, the anti-falling plate swings, the upper plate and the lower plate can both penetrate into the position between stop levers of the lifting frame, and the anti-falling plate is connected with a spring so that the lower plate can be kept within the range of the stop levers of the lifting frame. A limiting rod is fixed between the two supporting cross rods, when the lifting frame falls suddenly, the stop rods impact the lower plate to enable the anti-falling plate to swing greatly, the upper plate penetrates into the position between the stop rods of the lifting frame and then is stopped by the limiting rod, and falling of the lifting frame is blocked. The lifting frame ascends or descends slowly, the lower plate is pushed aside by the stop lever, and the anti-falling plate resets after swinging slightly.
