The method comprises the following operation steps: step S1, preparing raw materials including limestone, alunite, fly ash and bentonite according to a component formula of the oil well cement expanding agent; s2, carrying out ball milling on limestone, alunite and fly ash to obtain a prefabricated material; s3, calcining the prefabricated material, and then rapidly cooling to obtain a sintered material; s4, stirring bentonite by using a mixer, and introducing water mist into the mixer by using an atomizing machine at the same time, so as to obtain pretreated bentonite; and S5, adding the sintered material, carrying out ball milling until the average particle size is 10-30 meshes, adding the pretreated bentonite, continuously carrying out ball milling until the average particle size reaches 100-200 meshes, and finishing ball milling, so as to obtain a finished product of the high-performance oil well cement expanding agent. The method has the beneficial effects that the product activity is high, the expansion effect is good, and the process is simple.
