The clay core wall is arranged in the dam body in a conical shape. The plastic concrete diaphragm wall is fixed in the earth and rockfill dam and the bed rock through the anchoring structure. And the curtain grouting prevention wall is arranged in the permeable bedrock in a curtain shape. The construction method of the cofferdam anti-seepage system of the earth and rockfill dam comprises the following steps that construction machinery is prepared, a construction platform is built, and pilot holes are drilled; pre-grouting operation is carried out according to geological condition requirements; the plastic concrete diaphragm wall is constructed; grouting a water-permeable bedrock curtain; and the slope rolling device is driven in a reciprocating mode to conduct filling and rolling on the clay core wall.
