The device is characterized in that the framework is formed by detachably connecting an outer framework and an inner support, the inner support is fixed to a foundation through stand columns at the two ends, and the flashing plates are clamped between the stand columns at the two ends of the inner support and the outer framework; the two sides, corresponding to the outer protection plate, of the framework comprise upper arc-shaped sections and lower vertical sections, longitudinal overhaul channels located on the two sides of the ventilation opening are arranged between the vertical sections of the outer protection plate and the flashing plates on the same side, longitudinal overhaul platforms are arranged in the longitudinal overhaul channels, platform supporting rods are arranged on the outer framework, and the platform supporting rods are connected with the platform supporting rods.
