The settlement state of the to-be-detected settlement structure is determined according to real-time position information of the to-be-detected settlement structure, and the real-time position information comprises horizontal position information and height position information of the to-be-detected settlement structure; and the environment state monitoring module is arranged on the positioning antenna and is used for monitoring the real-time state of the device in the well so as to determine the environment state of the device according to the real-time state information of the device. The embodiment of the invention further discloses a settlement monitoring method. The problem that an existing monitoring device cannot guarantee the stability of accurately monitoring a road or an underground pipeline at any time on the premise of not hindering road use is solved.
